ATLANTA, GA (January 21, 2026) – Conn Maciel Carey LLP (“CMC”), a national boutique OSHA/MSHA • Workplace Safety and Employment/Labor law firm, is pleased to announce that Rachel L. Graeber has joined the firm as a Partner and Chair of its Southeast Practice. Rachel, an accomplished and seasoned federal litigator with more than 15 years of experience, most recently served as the Regional OSHA Counsel with the Department of Labor (DOL), Office of the Solicitor for the Atlanta Region (formerly Region IV).
Eric J. Conn, a Co-founding Partner of Conn Maciel Carey and Chair of the firm’s national OSHA • Workplace Safety Practice, said, “Practicing law is rewarding when it’s with and against truly talented attorneys, and in that regard, Rachel was the quintessential respected adversary. When we had cases against each other, she proved to be a most effective advocate, strategic litigator, and creative negotiator. She was at the helm of high-profile litigation successes in complex and high-stakes matters for OSHA and MSHA. No one better to lead CMC’s support for our clients operating throughout the Southeast region.”
Rachel began her career with the Department of Labor in Nashville as a member of the MSHA Backlog Litigation Unit, a special project established in the wake of the 2010 Upper Big Branch mine tragedy. During this period, she organized more than a dozen global settlement conferences and tried several matters before the Federal Mine Safety and Health Review Commission. In 2013, she joined the Chicago Regional Solicitor’s Office, where she expanded her practice to cover DOL’s other enforcement programs, representing OSHA, the Employee Benefits Security Administration, the Office of Federal Contract Compliance Programs, and the Wage and Hour Division. In 2017, Rachel transferred to the Atlanta Regional of the Solicitor of Labor, where she continued litigating matters before various tribunals – earning recognition for securing impactful outcomes in highly publicized workplace safety matters – from trial victories in complex general duty clause cases to creative corporate-wide settlement agreements. Rachel began her legal career as a clerk for the Honorable Frank G. Clement of the Tennessee Court of Appeals.
Aaron R. Gelb, Co-managing Partner with Conn Maciel Carey, said, “We are thrilled to have someone of Rachel’s caliber join our team. Her proven ability to handle complex, high-stakes litigation enhances our bench of trial attorneys and reinforces our commitment to delivering exceptional results.”
“I am thrilled to join a team of attorneys with such a track record of success handling the most sophisticated OSHA and Labor & Employment litigation, and coming from DOL, it is especially exciting to join a firm that believes in supporting its clients’ safety missions,” said Graeber. “I plan to further build upon this great foundation and make a strong impact for the firm in the Southeast.”
Rachel obtained her J.D from the University of Tennessee College of Law.
